Does a shar pei puppy eyes always need to be tacked,

Not always, but certainly an extremely high percentage suffer from entropian (eyelids rolled inward so that the hairs scratch the surface of the eyes). If they do have the condition, they absolutely should have a surgical repair – untreated, it leads to corneal scarring and is extremely painful.
