Why can't I get my free credit report from Equifax and TransUnion?

I went to the annualcreditreport.com site.
I was able to get one of my credit reports from Experian with no problem.
But I cannot get it from either Equifax or TransUnion. It says I need to order it by phone.
Why does it say this when I was able to get it from Experian just fine?
