How does one market an internet business?

My daughter does digi-scrapping. She designs scrapbook "sets" that include 10 to 15 different papers, ribbons, and other scrapbooking elements. She must have 75 to 100 sets for which she sells the downloads for people who do computer scrapping. Each set only costs about $3.00 but there is a lot of competition. She sells now through word of mouth, through articles in scrapbooking magazines, referrals. Does anyone have any ideas how she could better market her products on the internet?
