Does a .CSV file zero bytes in length have one empty cell or zero cells?

Yes, the distinction between one empty cell and zero cells could be important.

Zero cells

This usually occurs when a program “autosaves” a file that has not been written to yet.

@DrBill: Thanks. For bonus credit does the 2 byte CRLF .csv have zero cells or one empty cell? The CRLF is optional at the end of a .csv so it would appear that even the zero-cell .csv could have one but I am not so sure.

It does not have one, but it does set aside the space for one to be added later

What extention is this for anyway?

@XOIIO: It is for any data you want to organize in rows and columns. You can read and edit the data in a text editor. Spreadsheets, database tables, logs, etc. are commonly exportable to .csv
