Does the long distance phone tax rebate apply to mobile phones?

i have heard that phone companies improperly collected some federal tax on phone bills from Feb 2003 to August 2006 and you can get a rebate on your income tax. does this rebate apply to land lines only or to also cell phone long distance?

it depends on whether or not your cell plan included free long distance...

My CPA suggests taking the allowable standard $30 deductible and skipping the hassle of finding and adding all the ditsy little taxes. And who keeps their bills, anyway?
