How do I get rid of this ingrown hair for good?

I have a place where I keep getting an ingrown hair. I get it out, but it becomes ingrown again the next time it starts to grow. Of course, there is now scar tissue from all of the digging and picking around, which only makes it more likely to continue being an ingrown hair over and over. That means I dig at it more and more, making the scar thicker with the hair still underneath and not getting to the surface.

This cycle of events is driving me crazy. It’s painful and ugly!
