Are "fair fries" a regional thing?

If you go to a fair or an outdoor festival type event here in Ohio, odds are if you go to buy french fries there will be a spray bottle full of vinegar sitting in the front. Recently, when one of my good friends came in from NYC, he was shocked to see that. He had never heard of eating vinegar on french fries before. So that made me wonder.. is it a regional thing?
