Webapp/ Program idea?

I have an idea for a webapp/ program, yet I cannot program.
Is there a site or person out there that could be interested in a productivity program that you can recommend? I am asking if there are any programmers who would help me or any programmer forums that you know of that would help

this is perhaps stating the obvious but you can get books that teach you programming or specifically app development….what platform are you? apple ios, android? could you teach yourself?
