Who do you send fan mail to? The celebrity or someone associated?

OK.. to all the people who answered my fish question, you know I’m terribly obsessed with Tom Felton. Well my birthday is coming up and I wanted to send him a letter requesting an autograph or some sort of shout out or (oh my god a letter would be dinner).
