What Licenses & Permits do I need to run a home based cake business in L.A. County?

Im working on getting my home based cake business up and running but im not sure exactly what licenses and permits im required to have in Los Angeles County?

In my county in North Carolina you need a retail license and a commercial kitchen ( not in a home, no animals, no kids—NO KIDDING ) All food licenses are reviewed by health department once a year on-site.
