Census question: San Francisco vs. San Bruno. Who gets the body count for the SF jail?

This is a squabble going on between SF and San Bruno. The SF jail houses about 700 people. SF pays for their care, and their housing, but they are physically located in San Bruno. San Bruno wants the body count, since it would help their federal funding, but SF claims them. Details here
Who is right?

Sounds like SF should get the count since they are paying for the care and housing of those inmates.
