How can I help my lips from swelling because of the weather?

It is now driving me crazy. I know it’s the weather because I’m not allergic to anything.

The weather is cloudy. Not rainy or muggy, just cloudy. This is, however, the third day straight SW washington and the Portland Metro area have had record highs and lows. The pressure is fine. I am getting over a cold, but it’s near the end.
I’ve been using a cold rag and it works if I keep it there. But as soon as I take it away, it comes right back to being swollen. It’s the top and bottom lip. I put mosturizer on it and it does do anything and chapstick only burns a little at first, but doesn’t stay. Help, please.
