Does anyone have a tool that can convert PDF file in to Microsoft Word? Of course it has to be free of cost?

No, such a tool does not exist. Especially “free of cost”.

There are programs that do this. I’ve searched for this before, and have found various such programs and even perhaps websites that will do it, some of them that offer a few free trials or what not. They were not great in that accuracy was not 100% – especially if the original doc is not super clean. It’s been a while since I’ve done this so I can’t offer any specific recommendations, but if you search around I’m sure you’ll find something. You’ll probably have to experiment with different free options to see which gives the best result.

Check the software that came with your scanner, copier, printer. Very often they come with a reasonably good OCR program.
It is on the disk you threw away last year.
