Another video conversion question?

I asked the other week about how to convert mov files to MP4, but I got the format wrong !!
I should have said MPEG-4.10
I have no idea what the 4.10 stands for.
Its the format which my satellite dish box is looking for via a usb stick.

Its for the PC
one of the programs I downloaded from the last question I asked had a conversion which converted to MPEG4 for mobile phone, but that didnt work. I had no idea there were so many video formats.
