Sending mail to marine recruits?

I know that recruits can receive mail while in bootcamp. I know that care packages are discouraged.

Are they allowed to send mail?
Are they allowed to keep the mail that they receive?

They can send mail, but no recruit would risk attracting a DI’s attention by writing a letter in the first week or two. He would have to do it in the dark anyway. Also, don’t decorate your letters with sayings or happy faces or anything or the recruit will suffer a shitstorm of DI abuse.

This page is meant for parents of recruits, but I think it can be universally applied.
