When I was a wee lad, i remember an episode of beakmen’s world and he explained that nobody knows.

I believe it is when an irritant comes in contact with the skin and evolutionarily it has been a benefit for our senses to draw our attention to that area of our body to try to “scratch” off the irritant or sooth that area by washing it, etc. The way this has been achieved has been through the annoying itch and compulsive desire to stop it. That is what I think I remember.
