Can anyone name this TV show with my feeble description?

I don’t usually need help with TV or Movie stuff, but this time I do.

There was a TV show, fantasy oriented (sword, sorcery, etc), sometime back in the 1980s. I think it was a TV movie, it may have been a mini-series or very short run series.

The only thing I really remember about it was that the hero had a magical bow and when he shot an arrow from it the screen would turn red and it would cause quite a bit more destruction than a normal arrow would do.

I think the stock monsters were some kind of lizard man.

The only scene I remember from this thing is a bunch of lizard men climbing down a cliff using vines. The hero shoots an arrow, the screen turns red, and when the color comes back a bunch of the lizard men are falling off the vines.

This would be in the US, by the way.

So… anyone have the slightest idea?
