I know each forums and QandA sites adopt their own policy but I want to know the general differences between these two.

I would say forum is a generic word and Q&A sites are a type of forum.

If you know the difference, what are you asking?

A forum allows users to post a topic and then discuss it. There is no use of the question and answer format.

@MissA Did I say I know the differences? I know each of them are special but I can’t find what generally make them different one from another.

I have been to others. Question and answer sites. Y!A Is too trolly, Askville needs desperate help. In the Answer and BA catagory not moderated as well. I like this one. I think I hit the jack pot when I joined. I do miss my other friends I have made on other sites. But everyone is super swell here. I think I’ll stay.

@Frenchfry Yes, this is by far the best Q&A I’ve seen for non-technical answers.

On the other side of the technicality spectrum, there’s Area51 by Stack Exchange, the makers of Stack Overflow.

With these two pretty good examples of a Q&A site and a few forums I’ve joined, I would say the difference is that forums are more useful for discussion that may or may not answer the initial question, and Q&A sites focus only on the question. Fluther, however, is a perfect mix between the two IMO.

The main difference is that Q&A sites focus on exactly that—questions and answers. A forum can be used in that way as well, but it focuses more on discussion of all types instead of simply questions and answers.
