Why are clean clothes scratchy, and air dried clothes scratchier and stiffer than those dried in the dryer?

I don’t use any fabric softener at all. I find that if i air dry my clothes they are extra stiff, whereas if i just dry them in the dryer they’re somewhat scratchy but not that stiff.
why is that? and why are clean clothes scratchy but when they’re worn for the day they soften up?
