How to change my computer background to an animated picture?

Okay, I really like this, and I know that it’s technically a screensaver, but I was wondering if it’s possible to make it my background on my Mac.

I know how to make it my screensaver, but is there any way to make an animated picture into a background?

My cousin once had this one picture that he edited so that it would change colors at a very fast pace so that it looked like movement, and I wanted something similar to that, but of course, I’m not sure how to.

I have Photoshop, if that helps. xD
