How do you deal with a neighbor who won't shut the hell up?

For the last month, I have had a neighbor who goes outside at all hours both day and night who attempts to sing. It is the most horrid sound I have ever heard.

I have filed several complaints against the person in question with the main office at the complex I live at, and he just won’t stop. I am sick and tired of being woken up listening to this horrible sound.
I know the manager has been there to speak with the person, and hasn’t had any success.
I am to the point where this (36–43 seconds in)is what I want to do to this person. Of course, I do know better than to do that, but I really need help.
What ideas do you have that can help aid me in this situation?
