Legally, can you make someone leave an apartment complex (detail)?

I know that if you have trouble getting someone to leave your apartment, you can call the cops on them. But what if someone isn’t in your apartment, but rather in the apartment complex (and they don’t live there)? Can you call the cops to have them removed still? If not, who can?
