Why would the city worker need to enter my house to read the water meter when he can do that from the outside with a "scanner"?

Yesterday,he came to my house and asked to come in to check it.Why would he need to do that?I told him that it wasn’t a good time so he says he will be coming back today.I thought they could do that from the outside…and no,I did not ask him this.
