How do I find out if coin pusher games are legal in Ohio?

I’m trying to figure out if coin pusher games—where you drop a quarter and it pushes rows of quarters that fall down and return quarter to the winner—are legal in Ohio? I’ve read in some places that they’re games of skill and so aren’t gambling per se but I’m looking for a definitive answer. Anyone know how to find out?
