Terrorists and insurrectionists, how should they be dealt with ?

If persons shoot at the police/troops, burn buildings and threaten national and international commerce, drive people from their homes and either take them for themselves or destroy the houses, kill or drive out those who disagree with their aspirations and otherwise cause mayhem and disruption – what should we do about them and how do we go about doing it?
