Do I have rosacea?

My face has all these tiny little bumps on my cheeks. It isn’t acne because it doesn’t hurt and it isn’t huge. But its about a million little bumps on my cheeks and they’re red. I tried using Neutragena and attempted Proactive, and they never worked. I gets really red during the winter time and even redder when I’m playing volleyball and sweating and I’m hot.

Is this a skin condition that will go away? Is it genetic,even though niether of my parents have it? Should I talk to a dermatoligist?
