Do I have a right to complain in this situation to HOA?

They recently installed speed bumps in our condo complex but they’re too high. Lower cars can’t pass over them without them scraping the bottom of the car, and it’s not a small scraping sound. It’s loud and I’m guessing that’s not good for the car.

These speed bumps are the kind you see in parking lots. Except they’re higher. In my opinion they don’t need to be that high. It’s fine for a truck or jeep to pass through, but my mustang can’t pass it properly.

I could go around them but some jerk deliberately keeps parking directly in front of the bump, where you can’t go around.
