Is this a fair price for car repairs?

I have a 2000 Oldsmobile Alero that needs new front struts and the rack and pinion replaced. My mechanic said he can do everything with the exception of the alignment for $650.00

I live in Pennsylvania which i’m assuming location has to do with the pricing but I was just wondering if this seems like a fair amount for the work being done. I’m not opposed to the pricing but just want to make sure that I am not being overcharged.
