How good is Interpol?

Interpol, the International Police Agency, has issued an arrest warrant for Col. Muammar Qaddafi. Compared to MI5, the CIA, the FBI and other top-tier law enforcement and intelligence operations, how good is Interpol? The Mountie always gets his man. Does Interpol?
