Can someone explain to me the rabid hyena bullying phenomena?

Everyone bullied or bullies turn onto bullying a kid? It becomes cool to hurt the targeted individual? Why is this even logical? How can they still call themselves people? Why the ones that were bullied not stand and try to protect the bullied kid?
