Will glitter stick to photo paper? Anything particular that works?

I’m making a going-away present for my niece. I’d like to rescue a photo that printed green-blue from the printer failed to change the printer cartridge. I thought I’d use glitter in the right shade of blue to make the image pop. I was going to mount it in a frame pendant. Any thoughts on best approach?
