Is 2 months to early for a baby to start teething?

My bubba is 2 months and she recently has started chewing her hands like crazy!
She puts them both in her mouth and just munches and drools all over the place.
I know that this is normal for her age but I have noticed when she cries a lot but doesn’t want the breast I give her the pacifier which calms her but she doesn’t suck it, she bites on it furiously which to me indicates that her gums might hurt – is it possible it could be teething?
Is there a definite way to find out?
