Can I ever get a graduate degree without loans? How?

I have been looking for a graduate degree for some time, but being limited by finance I couldn’t do it. Is there any way out?

Can I get it without taking a loan? This is so because if I take a loan, I will have to work abroad till I clear the loan completely. So, no loan can place me in a position of liberty – I can come back at any time.

I am desperately trying to leave my current field (manufacturing). I am not physically tough. I am looking a graduate study in either Operations Research or visual arts. I have bachelors in mechanical engineering and ME (Master of Engineering) in Industrial engineering. I have recently taken GRE and TOEFl. I have scored 310 (out of 340) in GRE (verbal: 151 and quant: 159) and 4 (out of 6) in analytical writing. I have 100 (out of 120) in TOEFL.

With this input, can you please suggest any schools or institution or university from around the world?

And, what is the future if I enroll in graduate study in visual arts?
