What are some ideas to get my two dogs from running up the hill in the back yard and barking at the other dogs when the neighbors let theirs out?

Ok so the running up the hill I don’t mind, it’s the constant barking that I mind and unless I call their names followed by a “down” command they won’t come down. Well how can I get them to stop this behavior in the first place?

They are chihuahua, poodle, maltese mix so they are small girls, but they jump up the 4 foot wall we have in place that separates our hill from the patio.

So what would be the method for getting them not to go run up the hill hollering World War 3?
