Is the American Legislative Exchange Council (ALEC) too powerful?

Recently, Bill Moyers presented an episode entitled United States of ALEC, which alleges, among other things, that close relationships between corporate members of ALEC and legislative members might actually be a loophole around lobbying laws, to the extent that ALEC-written legislation is showing up in statehouses around the US, with total input from corporations and no input from the public.
