Help me understand a thing about videos games.

Why is it that,I can play Gears of War,Call of Duty,God of War,BioShock,etc…. on a $300~$400 PS3 & Xbox 360 with no problem at all with high-quality graphics in 1080p resolution but if I wanted to play the same games in a PC. I would need extensive as well as expensive gear (at least 8Gb RAM,$400 each, dual graphic cards.. etc…) otherwise there would be a lag in the game play?
