Apparently there's a bridge that connects the central coast of Delaware to southern NJ, but on Google Maps it says it is a private road. Does anyone have information on this?

Most people just use I-95 then the DE, NJ memorial bridge, but with this other bride I could save a lot of time if it is accessible. Has anyone used it, and if so, can you tell which major highway gets to it?
