Once a judge has recommended a case be dismissed, can it still proceed? Why would it take a long time to dismiss it after that?

The judge recommended dismissal almost six weeks ago—how long will it take for progress on this? Could the case continue past this recommendation? Or is it now safe to assume it will be dismissed?
