Is he waiting for me to take initiative?

I gave him a card and present for his birthday. He kissed me on the cheek and corner of mouth ( accident?). Last night he ignored me at a function that our dance club was attending. I got fed up of waiting for him to ask me to dance so I asked him. We had a good dance and on the way off the dance floor he caught my hand and squeezed it.
I’ve known him a while and we have flirted. Last night I caught him staring at me and I held his gaze for a few seconds, he sat he where he could see me, with his legs apart.

Do you think he’s shy?
