In any power struggle, and certainly in geopolitical struggles, one side will “probe” the other in order to develop a concept of their relative strength. The more weakness they detect, the more they push and exploit.
The more resistance they detect, the more they hold fast or back away.
The Russians are clear American rivals in the global power struggle. The US is broke, and suffering from a bout of moral confusion. Everybody on Earth who have been waiting for their “moment in time” knows this.
