Do poor drivers expect everyone else to watch out for them?

The drivers I have seen doing things that would make you scream, unsafe passing, cutting people off, passing on the right, texting, red light running and so on.
If the other drivers, these idiots came in contact with were not paying attention and went into a very defensive mode there would have been a really bad accident.
So in your opinion do you think these poor drivers expect everyone to watch out for them, or are they just totally clueless about driving in general?
