Are Judo techniques still effective on an attacker that doesn't wear a shirt?

I see from Judo videos that most of the throwing techniques are done on someone with a Gi, and they usually start by gripping the Gi. I want to know if the throws would still be applicable if you are fighting someone who is bareback or wearing a vest. Aside from the rear naked choke, are the other throwing techniques in Judo still effective?
