My phone is in a reboot loop, how to fix?

Android Galaxy S4 keeps rebooting, I can’t turn on to get to settings menu even. I am able to get to the recovery menu, but hesitant how to proceed. I accept I may have to factory reset my phone.
There is an option of “wipe cache partition” should I try that fist?
What happens after I factory reset, do I need to take it to the store?
What about these other “Apply update” options, will they help me?
