How strictly does Frontier enforce its baggage policy?

On frontier you’re allowed one personal item for free and it must fit under the seat. (You can bring more but not for free.) What would happen if I tried to board with a small underseat backpack plus my very small (like 9×4x3) purse? Would they try to charge me, assuming the purse couldn’t fit inside the backpack?
