Wouldn't the government not issue security clearance to Trump if his taxes showed a problem with Russia?

I heard some people saying we need to see Trump’s taxes, because the taxes could reveal business with Russia.
I know the public hasn’t been shown Trump’s taxes, but the IRS still has the taxes. Wouldn’t security clearance for a president include looking over his taxes if that was a concern?
