Will Trumps border wall trap Americans inside rather than keep Mexicans out?

For example if you commit a crime as an American you can take off to Mexico to avoid the law. Soon you will not have that freedom. Also if Americans government becomes worse than Mexico than the wall would trap American citizens from getting asylum in Mexico and perhaps even Canada.
