How do they know what you're thinking and fine/ jail you where there is no freedom of thought?

Someone running for political office said “I’m pro freedom of thought”. There is freedom of expression, via vocal protest, writing, etc. for which people get jailed in some places/cases. But what is “freedom of thought”, since no one can read/hear what is in another person’s mind?
