Is it possible to have a link to a certain point in a .pdf file?

I know you can do it with html with <a id=“whatever”> and then <a href=”#whatever”> (am I right?) but I was wondering if there was a way to do this with a link into a pdf file for browsers that are capable of viewing the file without opening it in Adobe or whatever.
