How do you move files if Windows won't load.

A dll that winlogon.exe uses was moved to a different directory, and now, obviously, winlogon.exe doesn't work, so therefore, Windows is unusable. I seem to recall that there are some bootcds that provide tools to access files in NTFS partitions. Which ones would you recommend?
