Is it too late to apply for a college transfer?

I waited for a while to figure out if this is something I really wanted to do and have come to decide it is the right thing for me to do.
Right now I’m concerned it may be too late. Is there anyone with any sort of knowledge on college transfers that could clarify whether or not I can get it to happen?
